As traditional lighting savings decline, many programs are turning to networked lighting controls (NLC) and luminaire-level lighting controls (LLLC) for deeper, more persistent energy reductions — but capturing those savings at scale depends on how controls measures are represented in Technical Resource Manuals (TRMs). This session explores how programs are evolving TRMs to better account for advanced lighting controls and connected systems. Panelists will discuss approaches for developing defensible savings values, incorporating controls measures, and aligning TRMs with program priorities such as grid-interactive capability, demand response, and decarbonization — and highlight opportunities for greater consistency and collaboration across service territories.
