Application Fees

The DLC requires manufacturers to submit an application fee to cover the costs of DLC QPL programming, including but not limited to policy development, IT, QPL management, and application review. The specific fee amount is dependent upon the type of application submitted and (in most cases) the details of the particular product group in the application submission.

Credit card payments are preferred, though if that is not possible, you may pay by check. Follow the instructions on the Invoices page once logged into your manufacturer account if submitting a check. Please note that if you pay by check the DLC reviewer cannot process the application until your application is complete and payment is received.

Note that independent test reports (ITRs) include full LM-79/color reports, LED ISTMT, and Driver ISTMT report types. Full LM-79/distribution reports are not considered ITRs. Upcoming Fee Changes for SSL V6.0 and LUNA V2.0 Applications

To continue delivering reliable, data-driven certification services, the DLC is introducing several new fees. Since our last major update was released in in 2020, operating costs have risen significantly as we’ve invested in research, digital tools, and enhanced services. The changes below, effective in 2026, help us maintain timely reviews and continue supporting manufacturers, energy efficiency program administrators and all users of the QPL with trusted, high-performing technical programs. We appreciate your partnership in advancing energy-efficient lighting.

Effective January 5, 2026:

All new SSL V6.0 and LUNA V2.0 product family applications will include a Listing Fee of $100 per new V6.0 family.

Existing products transitioning to V6.0 that do not need new testing (Simplified) will include a $400 Update Fee per product family (see “Updating Listed Products” below for details on the Simplified update process. Simplified update applications will not be charged an additional $100 listing fee.)

Starting in 2027, a $100 Annual Renewal Fee per family will be help ensure the QPL remains accurate, current, and easy to use for programs across North America.


New OEM Product Applications 

New Level 1 (formerly Single Product) OEM Applications

The application fee for Level 1 Applications is $750. Additionally,

  • $400 for a family group submitted for qualification in the Specialty Use designation
  • $100 V6.0 Listing Fee per Family Group

For LUNA applications, in addition to the Level 1 Application fee:

  • $375 for each additional independent test report (ITR) included in the LUNA application
  • $50 for each product qualified as LUNA

Please note that Level 1 Applications must have all relevant testing on the product specifically submitted in this application. Cross-applying of data from similar products is only allowed under Level 2 Applications. Level 1 applications can only include products in a single classification (Standard or Premium). Applications with both classifications are allowed under the Level 2 Application process.

  • If submitting products for qualification under the DLC Premium classification, a driver ISTMT is required, and a driver ISTMT fee will be charged in addition to the Level 1 Application fee.
  • If submitting products under a “Specialty” Primary Use Designation, a specialty fee will be applied in addition to the Level 1 Application fee.
  • If submitting products under multiple Primary Use Designations, an ITR fee may be applied to review the submitted LM-79 report under the additional primary use.

The Level 1 Application fee covers additional family members if the variations of those family members are limited to higher CCT, dimming variations, or variations that do not affect the performance of the product (mounting, housing color, etc).

New Level 2 (formerly Family Grouping) OEM Applications

Level 2 Application fees for family groups are dependent upon the size and complexity of the group of products. Level 2 Application fees are dependent on the group of products submitted for qualification. A DLC reviewer will evaluate the product family, determine the application fee, and confirm payment details with the manufacturer prior to invoicing.

In general, the fee schedule is as follows:

  • $100 V6.0 Listing Fee per Family Group
  • $375 per independent test report (ITR) evaluation required under the Level 2 Application procedure. Per the family grouping policy, LM-79/full color reports, LED ISTMT, and driver ISTMT report types are considered ITRs. Full LM-79/distribution reports are not considered ITRs.
  • $30 per additional product family member in the group. This is calculated as: Total Products in the Group – Number of ITRs = Additional Family Members.
  • $50 for each product qualified as LUNA.

For additional model numbers within an application or family group, where the only difference in the model number is to identify differing dimming or controllability performance, applications will be charged either the $30 per-product fee, or fee based on the chart below, whichever amounts to the lower total application fee. Note that fees below are based on the total number of additional products to be listed, whose only difference from other model numbers included in the application or family group is dimming or control performance. 

For SSL V6.0 Applications, products may be listed as Standard or Premium depending on various performance attributes, including controls capabilities. This may require a single model number to be separated into different models: those that meet the threshold controllability requirement for Premium classification and those that do not meet the threshold and may be qualified as Standard classification. The additional family members only differentiated by Standard or Premium classification primarily due to controls capabilities will be charged based on Table 1: Fees assessed for new OEM applications based on different dimming and/or controls capabilities.

New Private Label Applications

Application fees are based on those of the original product application, and are as shown in Table 2: Fees assessed for new Private Label applications.

For additional product family members in the group listed ONLY to identify differing dimming or controllability performance, applications will be charged based on the total number of additional family members in Table 3: Fees assessed for new Private Label applications. Note that the size of the family group below is only based on the total number of additional products listed whose only difference from other model numbers included in the application or family group is dimming or control performance. 

 For SSL V6.0 Applications, products may be listed as Standard or Premium depending on various performance attributes, including controls capabilities. This may require a single model number to be separated into different models: those that meet the threshold controllability requirement for Premium classification and those that do not meet the threshold and may be qualified as Standard classification. Updating Listed Products

Updating SSL V5.1 products and keeping products listed as V5.1 (application type available through April 20, 2025);

In general, the fee schedule is as follows. Appropriate fees will be assessed based on new test reports that must be evaluated

  • $375 per independent test report (ITR) evaluation required under the Level 2 Application procedure. Per the family grouping policy, LM-79/full color reports, LED ISTMT, and driver ISTMT report types are considered ITRs. Full LM-79/distribution reports are not considered ITRs.
  • $30 per additional product family member added in the group. This is calculated as: Total Products in the Group – Number of ITRs = Additional Family Members.
  • Appropriate fees will be assessed for additional family members being added to any listed family group.
  • Updating the information for existing family members: Updating currently listed on the QPL does not incur the $30 additional product family member fee.
  • Re-qualifying delisted products: Delisted products that are requalified will be charged the $30 additional product family member fees.
  • Adding additional LUNA Qualified Products: Costs consistent with the fees listed on this page, only applicable on ITRs evaluated for LUNA.
    • Updating currently listed LUNA products on the QPL does not incur the $30 additional product family member fee.
    • $50 for each additional product qualified as LUNA.
  • Updating Dimming Information: When updating the dimming capability (i.e. capabilities noting whether a product is not dimmable, stepped dimmable, continuously dimmable above 10%, or continuously dimmable below 10%) of products already on the QPL, there will be an application fee per family group based on the total number of products within each family group that are differentiated only by dimming performance, as shown in Table 4 below (Table 4: Fees assessed for family groups in updated OEM or Private Label applications based on different dimming and/or controls capabilities).

Updating listed products from SSL V5.1 to V6.0

The fee for updating products from V5.1 to V6.0 is dependent on whether the;  
a) Application is only to update qualifying products from V5.1 to V6.0. This is considered a Simplified Update Application, or  
b) Application includes product changes or manufacturer elected new products to be qualified. 

Simplified Update Application Process

  • SSL V6.0 & LUNA V2.0 Simplified Update Process: $400 (per family). Fee applies for all SSL V5.1 to V6.0 and LUNA V1.0 to V2.0 Update Applications. Please refer to the Simplified Update Process for additional information.
    • Simplified Update Applications, to update products from SSL V5.1 to V6.0 or LUNA V1.0 to V2.0 are not charged the $100 V6.0 Listing fee.
    • Simplified Update Applications cannot include any product performance changes or new models submitted by the manufacturer.
      • The traditional update application process must be used for applications that include manufacturer elected new model numbers or product variations previously not reviewed, or applications that include products whose performance has been updated..
      • Within simplified update applications, additional model numbers may be required to identify different controls categories which impact product classification of Standard or Premium
        • These additional model numbers are included in the $400 simplified update fee and will not be charged the $30 additional family member fee or other fees.
      • Updates solely to the nomenclature or model number that do not affect performance can be submitted and will be reviewed during simplified update applications

Updating listed products from SSL V5.1 to V6.0 with a traditional update application process

  • Update Applications with product performance changes or new models must use the traditional update application process.
    • Applications that include manufacturer elected new model numbers or product variations previously not reviewed, or applications that include products whose performance has been updated, must include sufficient test reports and documentation to demonstrate the entire product family meets the SSL V6.0/LUNA V2.0 Technical Requirements, including worst case testing. These applications will be charged applicable fees including but not limited to: Independent Test Reports (ITRs) fees and additional family member fees in addition to the $100 V6.0 Listing Fee.
    • Additional model numbers may be required to identify different controls categories which impact product classification of Standard or Premium
      • Fees to qualify additional products in a family group that differ only by dimming capability or controls capabilities will be calculated based on the total number of additional products that differ primarily by controls capability according to Table 4: Fees assessed for family groups in updated OEM or Private Label applications based on different dimming and/or controls capabilities.

Updating products listed under V6.0 after V6.0 qualification

In general, the fees for updating information for a product that is already listed on the QPL are consistent with the fees laid out in the traditional update application process. Appropriate fees will be assessed based on new ITRs that must be evaluated, as well as for additional family members being added to any family group.

  • Updating the information for listed SSL V6.0 family members does not incur the $30 additional product family member fee.
  • Re-qualifying delisted products will incur the $30 additional product family member fees.
  • Updating LUNA Qualified Products: Costs consistent with the fees listed on this page, only applicable on ITRs evaluated for LUNA.
    • $50 for each new product qualified as LUNA.
  • Updating Dimming or Controls Information Tables
    • Updates to controls information tables and details within the controls options table are considered non-performance affecting updates and will be invoiced the $250 Update Support Fee.
    • Changes to controls options tables outside of the application process will be reviewed at no cost at this time.
    • Controllability updates may impact product classification as Standard or Premium. Additional testing and associated fees (see for example Table 4 fees) may be needed to demonstrate compliance with the DLC Premium requirements.

Updating products/families outside of the scenarios above:

Applications to update products or families that do not meet any of the criteria above, where a fee is applied to the application, will be charged a $250 Update Support Fee. Examples of these types of applications are:

  • Nomenclature updates to change the model number only of listed products on the QPL. These types of updates have no performance, hardware, or software product changes.
  • Reported data updates to change the reported or nominal performance data on the QPL. These types of updates have no hardware, or software product changes. Updated reported performance data will be evaluated utilizing the same review process as during the original submission.
  • Updates to add products to an existing family submitted originally as a level 1 application. New level 1 applications are charged a flat fee regardless of the quantity of products submitted in the new application. Update applications to review documentation and qualify new products for that existing family after the original application will be charged the Update Support Fee.

Annual Renewal Fee

Beginning in 2027, the DLC will introduce a $100 Annual Renewal Fee (per existing product family) to support ongoing V6.0 listing maintenance and ensure the Qualified Products List remains accurate and current and easy to use for programs across North America. The fee will be invoiced each year on the anniversary of the original V6.0 listing until the manufacturer opts to remove the family from the QPL.
