Expedited applications will be processed through the same review steps and validation against the technical requirements as standard (non-expedited) applications.

Products must meet and demonstrate compliance with all technical requirements to be listed to the DLC Qualified Product List.

Expedited applications will have the shorter reviewer deadlines for those same review steps and validation.

Review timing for standard (non-expedited) applications will not be impacted by this program. These types of applications will continue to be reviewed according to the standard review timeframes.

Please note that expediting does not guarantee product qualification, or completion of application within specific timeframe.

Please note that if submission materials are inaccurate, incomplete, unclear, or otherwise insufficient for qualification, discussion, request for additional information, and re-review may be necessary. These issues extend processing times even for expedited applications.

Pilot Program Specifics

The expedite pilot program requirements and functionality is in place for six months (December 2024 – June 2025)

Stakeholder feedback is necessary to determine to continue, refine, expand, or sunset the program. Surveys will be sent to participants and non-participant to evaluate the pilot program and participation in these surveys will be essential to consider all viewpoints and stakeholders in this program.

**While the private label application review flow has changed, the overall timing has not been updated at this time. For expedited private label applications, the comprehensive review will be completed within 3 days of submission and after invoicing the steps to publish the products to the QPL will occur within another 3 days.
Considerations:
- For most applications, the majority of the review time is due to lack of clarity in product configuration, performance, or specification sheets, and/or incomplete and inaccurate information provided by the submitter. Providing accurate and complete materials is critical for meeting review timeframes. If additional information or documentation is required and provided, the expedited review timeframe to evaluate the new information or documentation is currently 2 business days.
- Expedited applications are held to the same requirements as non-expedited applications.

Creating a horticultural application (new, update, private label or private label update) and upload the application Excel form

Select if you’d like to expedite the application within the questionnaire

Once submitted, the application will be processed to completion
The expedite fee is due at the time of typical application invoicing, and is paid in addition to the regular fees associated with your application. Once an application is submitted as expedited, the application will be processed as expedited through to completion.
