LUNA Advisory Group
The purpose of the LUNA Advisory Group (AG) is to leverage the AG’s collective experience and expertise to help cities, towns and government agencies with reducing light pollution for people and the environment and saving energy. The LUNA AG will advise on guidance and resources needed for municipal, county and state decision makers to meet their light pollution and energy savings goals. The LUNA AG will also provide feedback on LUNA V2 technical requirements and LUNA ordinance, procurement and educational materials. Members of the LUNA AG are appointed by the DLC. The advisory group is voluntary, does not hold votes and has no fiduciary responsibility for the DLC. Updated January 2025.
David Burrough, LC, IALD, IESNA - Facility Solutions Group
Mr. Burrough has over 17 years of experience working with clients to assess and evaluate their energy and lighting design needs. Lighting Design is a profession that Mr. Burrough takes seriously to ensure that both the client’s energy and aesthetic needs are met; creating a space that is both inviting and green. Mr. Burrough is responsible for his company’s auditing, design, specification and financial modeling as it applies to its many clients; overseeing an ever-growing team that carries out and further develops those offerings. Mr. Burrough has helmed the specification for multiple projects, including but not limited to, Johnson and Johnson, King Pharmaceutical, U.S. Oncology, JPMC, Baylor All-Saints, and Iron Mountain. It is thru these specifications that FSG is able to help our clients meet, and oftentimes exceed, their energy reduction goals. Mr. Burrough has been invited to teach and lead several lighting specific courses for the IESNA, including the LC study class and the ED-100 fundamental courses. Additionally, David was an adjunct professor of lighting design at Texas Christian University. He also oversees the development of in-house lighting design standards and procedure as it applies to energy retrofit projects and specializes in Lighting As A Service for additional financial options.
Jo Anna Lutmerding - U.S. Fish and Wildlife Service
Jo Anna Lutmerding serves as a biologist within the Branch of Bird Conservation at the U.S. Fish and Wildlife Service’s Migratory Bird Program. The distinctive mission of her agency and program, which focuses on collaborating with a variety of stakeholders to protect birds and their habitats, inspires Jo Anna to actively contribute to the implementation of the Migratory Bird Treaty Act, a landmark bird conservation law to sustain migratory bird populations, and other valuable bird conservation laws administered by the program. She addresses human-induced challenges faced by protected migratory birds through innovative partnerships. Since joining the USFWS in 2017, Jo Anna has worked on mitigating anthropogenic impacts on birds, such as minimizing bird collisions with infrastructure, light pollution, and habitat loss. She also works on enhancing data systems within the agency and fostering international collaborations to conserve shared species. Prior to her role at USFWS, she helped manage the North American Bird Banding Program at the U.S. Geological Survey’s Bird Banding Laboratory beginning in 2007. Jo Anna holds a master’s degree in conservation biology and applied ecology from Frostburg State University, in partnership with the University of Maryland Center for Environmental Studies, and a bachelor’s degree in biology with a minor in sustainable studies from Berea College. In her free time, Jo Anna enjoys time with her family, running with friends, cooking, gardening, bird watching, and volunteering in her community.
Kate McBride, CFLC, LEED Green Associate - Clanton and Associates
Kate McBride currently works where lighting design and outdoor lighting policies overlap. With Clanton & Associates, Kate contributes to the development of local and national lighting policies, lighting designs for public spaces, and coordinates efforts for community outreach about lighting. Her recent lighting work includes cities such as Aspen, CO, Albany, CA, Salt Lake City, UT, and Santa Ana, CA. Kate is Community Friendly Lighting Certificated (CFLC), a LEED Green Associate, and a member of DarkSky International. She was previously a speaker at the 2021 APA Texas Chapter conference for a session on what planners need to know most about outdoor lighting. She is passionate about the intersection of light pollution, urban planning, and public health.
Scott Lind, PE, Master Electrician - Mead and Hunt
Scott Lind is a consulting electrical engineer with Mead & Hunt in Middleton, Wisconsin, where he focuses on designing sustainable and reliable electrical systems for commercial, industrial, and public facilities. With more than 30 years of experience, Scott is passionate about designing outdoor lighting that respects all the other species we share the planet with. He has a Bachelor of Science in Electrical Engineering (BSEE) from Iowa State University and is a licensed professional engineer in Wisconsin. Additionally, Scott holds master electrician and commercial electrical inspector licenses in Wisconsin.
Mehdi Shafaghi, LC, PE - Los Angeles Department of Water and Power, DLC Member
Mehdi Shafaghi holds a master’s degree in electrical engineering and is a licensed Professional Engineer (PE) in state of California. He is also certified as an Acceptance Test Technician (ATT) and holds Lighting Certification (LC) from the National Council on Qualifications for the Lighting Professions (NCQLP). Mehdi began his career in lighting in 2007 with the City of Los Angeles as a lighting design engineer. Since 2008, he has also played a key role in providing engineering support for all LADWP lighting incentive programs, contributing to energy-efficient lighting initiatives across the city. Since 2016, he has been overseeing the Lighting Laboratory at LADWP’s La Kretz Innovation Campus, where he has been managing evaluations and testing of lighting and controls technologies and supporting sustainable energy solutions.
Rémi Boucher - Mont-Megantic Dark Sky Reserve
Rémi Boucher is the scientific coordinator for the Mont-Mégantic International Dark Sky Reserve in Québec, Canada. With a background in molecular biology, he has over 20 years of experience working for the Mont-Mégantic National Park and the related initiatives of the Dark Sky Reserve. Boucher regularly educates the public and professionals through lectures, training sessions and educational material on the impacts of artificial light at night and the use of sustainable outdoor lighting practices. One of his main focuses is fostering collaboration among municipalities, businesses, organizations, and the lighting industry to ensure the use of proper outdoor lighting and regulatory compliance. In recognition for his contribution in the field, he received the DarkSky Defender Award in 2015. Boucher was also part of the committee in charge of creating a national standard for outdoor lighting through the Bureau de Normalisation du Québec. Currently, he is leading the efforts in monitoring light pollution in Quebec’s network of national parks.
Tony Esposito, PhD, IESNA - International WELL Building Institute (IWBI) and Lighting Research Solutions LLC
Dr. Tony Esposito is a light quality researcher with a background in lighting design and engineering. He is the Director and Light Concept Lead at the International WELL Building Institute (IWBI), the Founder of Lighting Research Solutions LLC (a lighting consultancy providing services in research, education, and development), and Co-Chair of the Color Committee of the Illuminating Engineering Society.
Shaun Fillion, LC, LEED Green Associate, Educator IALD, CLCP - RAB Lighting
Shaun Fillion, LC ,LEED Green Associate, Educator IALD, CLCP is an award-winning lighting designer and educator. Fillion is Program Director for the Masters of Professional Studies in Lighting Design program at the New York School of Interior Design (NYSID), as well as Director of Lighting Design at RAB Lighting. Fillion has received Illumination awards, the IES Distinguished Service Award and the Princess Grace Award. He has presented seminars at LightFair International, SXSW, LEDucation and the IES National Conference on topics including lighting and media, wireless technologies, and light pollution. Fillion is past chair of the IES Progress Committee, and serves as a member of the Offices, Schools, Libraries and Residential RP Committees. Fillion serves on the board of managers Designers Lighting Forum of New York, the LEDucation committee and as chair to the IESNYC Student Lighting Competition Committee. He is a certified instructor for AGi32.
